What is a GCC (Global Capability Centre)?

A Global Capability Centre is an offshore or nearshore unit that a company owns and operates itself to deliver strategic work such as engineering, data and AI, finance, analytics, cyber security and customer operations. Unlike outsourcing to a third party, a GCC keeps the talent, IP and institutional knowledge in-house. It is also called a captive centre or, historically, a Global In-house Centre.

What is the difference between a GCC, a GIC, a captive, a BOT and an ODC?

GCC, GIC and captive all describe the same thing: a company-owned offshore centre. GIC (Global In-house Centre) is the older term that GCC has largely replaced. BOT (Build-Operate-Transfer) is a setup model where a partner builds and runs the centre for a defined period and then transfers it to you. An ODC (Offshore Development Centre) is a narrower, usually engineering-only version of the same idea.

How large is India’s GCC ecosystem?

India is the world’s largest and fastest-growing GCC hub. Which Indian cities host the most GCCs, and how do we choose one?

Bengaluru, Hyderabad, Pune, Chennai, Delhi NCR (Gurugram and Noida) and Mumbai are the primary hubs, each with a different talent and cost profile. The right city depends on the functions you are building, the seniority of talent you need, real-estate and cost targets, and proximity to peer centres. How do you set up a new GCC in India, step by step?

Define the mandate and target operating model; build the investment business case; select the city and map talent; choose the entity and setup model (own build versus Build-Operate-Transfer); secure incentives and approvals; sign the first leader; stand up infrastructure and hire the founding team; and move to steady-state operations. How long does it take to stand up a GCC?

A focused greenfield centre typically takes six to twelve months from decision to a live, hiring operation, depending on scale, entity choice and whether you build directly or use a Build-Operate-Transfer partner. Location, entity and first-leader decisions taken early are what compress or stretch that timeline.

Cost, talent & incentives

What does a GCC cost, and what is cost arbitrage versus value creation?

Costs are driven by headcount, seniority mix, city, real estate and the operating model. Cost arbitrage means running the same work at a lower total cost than onshore; value creation means the centre owns higher-value outcomes such as product engineering, research or transformation. The two are not mutually exclusive, and the right target should be an explicit choice, not an accident.

What government incentives are available for GCCs in India?

Central and state governments offer incentives including land and infrastructure support, single-window clearances, and fiscal and employment-linked benefits that differ by state and city. Because these change and vary by location, we help evaluate and access the right package as part of location strategy, and can facilitate introductions to the relevant policy makers.
