GCC Summit, Dubai 2027.
Our first global summit takes the GCCPROs format outside India, a forum for GCC leadership and strategy with senior practitioners and heads of government.
To be clear about the acronym: this is a summit about Global Capability Centres, the centres multinationals own and staff themselves. It is not a Gulf Cooperation Council event.
What makes this room different.
The first global edition
Two Indian editions in (Pune, then Hyderabad), and the format now goes to the market where global capability strategy increasingly gets set. India remains the centre of gravity; Dubai is where the conversation crosses borders.
Strategy, not showcase
Sessions on operating models, mandate expansion, talent strategy and the economics of multi-country capability footprints.
Practitioner-led throughout
Chaired by people who have built and run capability centres, with the same working-session format as the Indian editions.
The Dubai edition follows the GCC Leadership Summits in Pune (August 2026) and Hyderabad (November 2026). See the Pune recap.
A Global Capability Centre summit, in Dubai.
Search “GCC” and “Dubai” together and you will mostly find the Gulf Cooperation Council. That is a different thing with the same three letters, and it is worth separating the two before going further.
Global Capability Centre
A centre a multinational owns and staffs itself, usually offshore, to run real work (engineering, finance, analytics, operations) rather than outsourcing it. GCCPROs verifies 4,641 of them across 44 countries. This summit is about those.
Gulf Cooperation Council
The political and economic union of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE, founded in 1981. Nothing to do with this event, and we make no claim to that name.
With that out of the way: Dubai is where this conversation crosses borders. The parent organisations that set capability strategy sit in Europe and North America. The centres that carry it out sit largely in India. Dubai is the point both can reach in a single flight, and increasingly where the people holding both ends of that relationship already are.
India remains the centre of gravity: 2,533 of the GCCs we verify run there, across 57 cities. The Dubai edition is not a move away from that. It is where the multi-country version of the question gets asked: what belongs in which market, who owns the mandate, and what the economics look like once a capability footprint spans more than one country.
GCC events in Dubai, and where this one fits.
If you have searched for GCC events in Dubai, you already know the problem: nearly everything that comes back is something else wearing the same three letters.
- Gulf Cooperation Council events. Ministerial summits, trade delegations, policy forums. The overwhelming majority of what the phrase returns, and nothing to do with capability centres.
- An event-management company called GCC Events. A real firm in Al Quoz that stages events in Dubai. Same name, different business, and we make no claim to it.
- Sector conferences that use GCC regionally. Oil and gas, fintech, healthcare, board governance, where “GCC” describes the Gulf market the event covers, not the kind of organisation it is for.
- Global Capability Centre events. A real and fast-growing calendar, but one that runs almost entirely in India, across Bengaluru, Hyderabad, Pune, Chennai, Mumbai and Delhi NCR.
That last category is ours, and in Dubai it is close to empty. A few India-based organisers have run a networking dinner or a side session in the Gulf. As far as we can find, nobody has yet convened a full Global Capability Centre leadership summit in Dubai. On 4 and 5 February 2027, we will.

What the room will work on.
Sessions are set with the Industry Council closer to the date. These are the threads the Dubai edition is being built around.
Multi-country footprints
When a second or third location earns its place, and when it is just cost arbitrage with extra management overhead.
Mandate, across borders
Expanding what a centre is trusted to own when the parent, the centre and the customer are in three different time zones.
The economics
Transfer pricing, entity structure and the real cost of running capability in more than one jurisdiction, discussed with numbers, not principles.
Talent that moves
Leadership mobility between India, the Gulf and the parent organisation, and what it takes to make those moves stick.
Policy makers in the room
Investment promotion and government bodies join the conversation rather than address it, as they did in Pune.
Closed-door roundtable
A smaller off-the-record session for the numbers that do not go on a slide. Seats allocated separately.
Who will be there.
- Global heads of capability and shared services
- GCC site and country heads from India, the Gulf, Europe and Asia
- Heads of government and investment-promotion agencies
- Enterprise leaders evaluating a multi-country footprint
Attendance is by invitation and confirmed individually. Registering your interest is the first step; we will come back to you with the details.
Partner with the Dubai summit.
A concentrated room of the people who decide where capability work goes, who owns it and what it is trusted to do. If your business sells to GCC leadership, this is the shortest path to a real conversation with them.
Summit partner
Headline association with the edition, a speaking or chairing role, and presence across the programme.
Session partner
Host a roundtable or working session on a topic your team genuinely knows, chaired alongside a practitioner.
Category partner
Aligned to one domain (technology, talent, real estate, legal or finance), with introductions matched to it.
Partnerships are limited per edition so the room stays a peer conversation. Tell us what you are trying to achieve and we will tell you honestly whether this is the right room for it.
The Dubai GCC summit, answered.
Is the GCC Summit Dubai a Gulf Cooperation Council event?
No. In this context GCC means Global Capability Centre: a centre a multinational owns and staffs itself to run global work such as engineering, finance, analytics or operations. It has nothing to do with the Gulf Cooperation Council, the political and economic union of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE, which happens to share the same three letters.
What GCC events are there in Dubai?
It depends which GCC you mean. Searches for GCC events in Dubai mostly return Gulf Cooperation Council summits and trade forums, an event-management company called GCC Events based in Al Quoz, and sector conferences that use “GCC” to describe the Gulf market they cover. Events for Global Capability Centres run almost entirely in India today. This summit is, as far as we can establish, the first full Global Capability Centre leadership summit convened in Dubai. The fuller picture is here.
When and where is the GCCPROs Global Summit in Dubai?
Thursday 4 and Friday 5 February 2027, in Dubai, UAE. The venue is confirmed directly with invited attendees. It is the third edition of the GCCPROs Leadership Summit, after Pune in August 2026 and Hyderabad in November 2026, and the first held outside India.
Who attends the Dubai GCC summit?
Country heads and global capability leaders, heads of centres in India and the Middle East, leaders evaluating a first centre outside their home market, government and investment-promotion bodies, and GCCPROs Industry Council members. Attendance is by invitation.
Why hold a Global Capability Centre summit in Dubai?
Dubai sits between the parent organisations in Europe and North America and the centres in India, and it is where the people who hold both ends of that relationship can reach each other in a single flight. The summit is about global capability strategy rather than any one national market.
Is the Dubai summit free to attend?
Yes. There is no ticket price. Attendance is by invitation and confirmed individually after you register your interest.
